For home use I recommend the IBM Thinkcentre M8183 (small footprint) PC
You can pick these up for $90-$120 You may need to add some memory to make it 
up to 1 gig
but I don't think you will find better value.
If you are going to use an existing analog line you will need an FXO card 
otherwise the better
option is to port your number to a ITSP like Unlimitel which will save you 
money and give a higher quality
sound.
Your router can be almost anything but I like the Linksys wrt54 series. If you 
want to be adventurous you
can flash the ROM in these routers to "Tomato" software.
For SIP phones take a look at the Linksys SPA942 or you can use an ATA and plug 
in any standard POTS phone.
My favorite Asterisk distro would be "PBX in a Flash" which is installed in 
less than an hour (from an ISO
CD)

As for the business system, there are too many variables to answer your 
question properly here.
You should be looking at a dual core Zeon as the server.
