Terry,
We do now have a new version of our Border gateway installed and you
can set your callerid with our sip.unlimitel.ca server.
We are planning to upgrade sip02.unlimitel.ca next week to the new
version and allow to set callerid information from sip02.unlimitel.ca.

I am doing the same thing as Bruce describes with unlimitel and
IAX2 and it works fine.So, your problem may be with the carrier not
allowing spoofing.
