Mike, thanks for the pointer.
That's gotta be it. People reporting phone crash when dialing 911. That 
definitely sounds like a lawsuit for Rogers to take such a bold action even 
with phones not running their android version.
I couldn't find anything on Google using the msg content. I guess it's very new.

Also, I heard that Roger's is going to be offering a free swap of HTC
Dream, for a Magic, since for some reason the Dream is not upgradeable
to Android 2.0 but the Magic is. If this is true I find it hard to
believe that Rogers would do anything for free, unless HTC is
participating in funding it also.
