Just to be clear, if the device is a nomadic VOIP device, then sending calls direct to the PSAP is a violation of PSAP and CRTC regulations. The call _MUST_ first go to a operator who will verbally determine the callers location before routing the call to the correct PSAP. Location determination based on CallerID is not a CRTC requirement but all 3rd party 911 providers that I'm aware of use it as a backup.
