The SPA won't give a dial tone if it's not connected to the network. If you have a router around that can give it an IP address, that would do the trick (even if the router's WAN is disconnected). Also, if you dial a digit, the SPA will go silent but after a few seconds, if nothing else happens, it will start playing a busy tone. To increase the digit wait timeout, go to the Regional tab and change Interdigit Long Timer and Interdigit Short Timer to a high value like 1000
