Vbuzzer use to be very good one, but I heard too many complains starting the end of last year, regarding visa payment, and customer services, etc.
I did pay $50 for freephoneline and get the account setup on my asterisk, not 100% stable but 99.5% time are ok. You may get 3~5 hours down time every month. But for $50, I don't care. The other option you may take a look is voip.ms.
