If it's for receiving only, the Bell Single Number Reach could be an
alternative.
For sending, I one option would be some type of efax service that
requires you to scan the document and upload it to a server that will
send it. Or, a similar type of service used to be offered by VBuzzer
which would allow you to print your documents to a virtual printer and
then enter a fax number to send to.
