Not quite the question that you asked, but have you considered a fax-to-email service?

Depending on volume, this can be a very cost effective solution for receiving (although sending is not as convenient as dropping a page in a dedicated fax machine).

The advantage is really at the low volume end of the scale - if you're a heavy user the "unlimited" aspect of a conventional phone line will become a consideration.

As well, from my limited experience, such services only provide 14.4Kbps connections, rather than the higher performance of the better dedicated fax machines.
