I don't know where you get the $450 figure from. Perhaps you are confusing CO collocation with their retail collocation at data centres like 151 Front. In fact, there isn't a meet-me room in Bell central offices.
All charges for Bell's collocation in their central offices are located in AST 7516 Item 110.
