With ADSL, as Bell provides, there are two ways to reach the customers. One is to have equipment in the Bell CO to connect directly to the subscriber lines. The other is to simply let Bell handle everything and then forward the customer's data to the other ISP. With Rogers, there's no need to be able to directly access the trunks going to the customers. Cable customers do not have individual lines going back to the Rogers office. So, it's just a matter of forwarding the data.
