IMHO anything between 5-100 phones (local or OPX) is a better way to go.
1. More features are available on-site
2. Bandwidth is much less.
3. Distributed network means less chance of a total network breakdown
4. Off-site Backups

But I totally understand John's point of view.
1. Usage Billing (per client) is easier
2. Complexity is mostly under direct management
3. Power and Network connections can be more robust
4. Slightly less cost
