Christopher, I'm going to assume you haven't looked at rc.conf for this yet. Looking through the file it appears around line 208 that you'll find mention of DHCPDOPTS. If you comment out DHCPDOPTS or set it to DHCPDOPTS="" then the dhcpd script in /etc/init.d will not run and you won't have a DHCP server running on your astlinux box.
