Has anyone implemented a dtmf -based power switch?

I have a situation where I'm remote from the AstLinux installation and
manage it over the net.
If the Internet connection drops at the remote site - for whatever reason -
someone has to reboot.
I can still call-in over the pstn so it should be straight forward to set up
an extension (with authentication) which calls "reboot" - we're running as
root after all ;-)

But, I need to reboot the external modem. . .
Does anyone know a "black box" that can be called from a telephone and
controlled using dtmf to switch a relay?

I suppose the alternative is to put a dsl card in the box (a PC).
What dsl card are "people" using? (Europe, POTS)

It would be kinda cool to send a "The power is out!" (and "The power
is back.") voice message to a predefined phone number using 'apcupsd'
as the trigger.  Maybe even monitor the status of the UPS via voice
prompts.
