I would also go for X10 solution. Serial port to X10 transceiver (CM17A),
some software and a receiver module with an appliance socket (like TM751)
should do it. You can buy it out of eBay for a fraction of the cost of
smarthome.com

There is also a USB one you can buy like for $12-13 (CM19A), but I never
tried it.

It may be a bit of a kludge, but I have a similar setup at home using
X10 (not AstLinux), but it uses software that is one-way only to dial
Asterisk extensions based on X10 signals coming in, not the other way
around. The heyu software above has since been upgraded for two-way
use, it was previously outgoing only, which is what you want anyway.

With this setup, which is in my crawl space I can power cycle
equipment with a RF remote control, but the functionality you want
would be simple to add.
