I have a site with no internet and hense no ntp and I want the phones to
synchronise with the server RTC.
My understanding is that ntpd cannot act as a server unless it is
synchronised with a server itself.

I have read that this can be fudged in ntp.conf using:

# local clock
server 127.127.1.1 prefer
# Not disciplined
fudge 127.127.1.1 stratum 0 refid NIST

But can it be used in ntpd.conf also?
