I *finally* figured out what the problem was... "sip show peer 210" showed me the following...

pbx*CLI> sip show peer 210


  * Name       : 210
  Secret       : <Set>
  MD5Secret    : <Not set>
  Remote Secret: <Not set>
  Context      : allow-all
  Subscr.Cont. : device-hints
[...]

For some reason, the subscription context did /not/ match the context I had set for hints (being "hints") Changing the context that the extensions hints were in from hints to device-hints, following by a core reload, and almost instantly the lights on my phone lit up like a green Christmas tree.

Hopefully, this will stop someone else from banging their head against a brick wall the same way I have been...
