In reality, what you're asking for is an ITSP that doesn't always proxy the
media. That allows the end-points to freely negotiate the codec in-use, which
opens the doors to a wide variety of things, including video.
OnSIP is like this. It's part of their core SIP architecture. Calls to the
PSTN hit a media gateway, which provides lawful intercep and forces the use of
standard codecs.
Calls to other SIP end-points, whether extensions on the same account or
dialing afar by SIP URI, do not get proxied. This is how we can pass video
between suitably capable hardware/software. It also allows you ti use whatever
codec you like, or encryption.
I've been doing this sort of thing for many years. Been using HDVoice since
2007 when I first bought a Polycom IP650 and some Soundstation IP6000s for my
former employer.
