I have used voip.ms for more than 10 years, and have had little to no issues 
with them
I can't comment on their SIP performance, I use the IAX protocol into my node 
with no issues, they support both.
They are constantly improving, adding new servers around the U.S and adding 
features from time to time.
Over the past 10 years, their costs have been reduced as well.
Though I seldom needed it, I have found their support excellent and accurate.
They also have a very nice spam call blocking facility included
Not sure if it is current, but from time to time they have free number porting.

I only call within the U.S. and even have outbound international blocked.
