The pub:control stuff was defined over the objections lots of folks,
including of one our biggest server vendors. If both MarkB and the
XSD-using folks at 6A are against it, I'm not sure why we want it, but
I expect the WG draft will include a processing model for these so I
can understand them better.

Sorry, I don't have quick access to the archives at the moment. can you
point to specific messages? My recollection was that pub:control had
general consensus and had been accepted.
