No, this is a blog specific feature applied to a single entry. Just think of
it as if it were named <entry-enable>, ie. "enable comments moderation for
this entry"

However, the line of reasoning you used on <?pub-control draft="yes"
significant="yes"?> applies instead. Same end result, just not a different
reason.
