I don't really care to limit the argument to XML formats... I see that as orthogonal.

that's off the top of my head. I'm sure I could think of more. It's not like it's a super weird solution, and it allows a convenient way to do comments and other hierarchies (#1 request that's not on the Pace list).
Maybe one of you should write something if you're so unhappy. This is what people who care about an issue do. If you don't care, please don't waste everyone's time.
