Therefore, unless for some reason you want to omit @scheme, I see no need to use IRIs for @term.

I agree that @scheme seems pretty useless as it is defined in the 
specification. Luckily, if you avoid using @scheme, and you use IRIs for @term, 
you can avoid worrying about it.

It's not useless; it's useful for quantification over a set terms (that is, "for all terms in the scheme X, Y holds true"). That's it's not good for denotation, sure; it wasn't designed for that.
