No you don't. rel='license' and rel='nofollow' have been deployable without a profile. You just release running code that hard-codes rel='feed' and, boom, no profile needed.
But if you do rel="feed" with no type, then since the namespacing aspect of @profile wasn't ever actually made workable, you are completely claiming the use of that @rel for Atom/RSS: no other past or future things could use it without being willing to take the pounding of a million aggregators.
I don't see that as a problem but as a practical deterrent that lowers the already low probability of (rather theoretical) name clashes.
