FWIW in the FOAF spec we currently say:

<link rel="meta" type="application/rdf+xml" title="FOAF"
href="http://example.com/people/~you/foaf.rdf"; /> 
(although we shouldn't really be taking over the title attribute...)

(we don't really say what a FOAF file is either; pointing to an RSS1 doc
that had some use of the FOAF namespace in it too could be reasonable...).
