We may not have been discussing exactly the same details before, but when atom:modified was rejected before, I think the WG was saying that either readers don't "need" to be able to do things like this this, or that the "need" wasn't great enough to warrant creation of atom:modified. We didn't all agree then, and we don't all agree now. Unless the "need" for this can be shown, and it can be shown that an extension can't take care of it, I'm -1 on atom:modified.
