Besides, why not couple them?  What's the problem?

RefTeX has always had a life outside the Emacs CVS repository,
to make it run with XEmacs and with non-CVS emacs.  It is
still fully compatible with Emacs 21, and it caters for XEmacs
as well.
There are many people who use RefTeX but still use Emacs 21,
and even after the 22 release, this will be true for quite a
while.  I wanted to get bug fixes and new features to these users.
Since Emacs does not have a packaging system that allows the user
to easily update a package, and since the release cycle is
(at least currently) extremely long, distributions outside
of Emacs have always been necessary.

So even up to now, RefTeX has had its own CVS, into which I
have merged any changes done on the Emacs side.  So nothing
fundamental will change once the AUCTeX project takes over
maintenance and distribution.
