"Selected CVS versions" is the key here. The CVS trunk is going to destabilize soon, presumably. Picking a good choice and making the move to trunk again at a good time is the job of a good third party distributor. It would be quite a service to the AUCTeX users on Windows if you were to do that, but don't underestimate the amount of work going into it.
