OK. On the other hand it really looks like an optional use of BibTeX:

You certainly may judge of that better than me. I can only speak about
my own experience: for me the cycle is exactly the same as above, except
for the scope of BibTeX. And, currently, when using "BibTeX (current
file)" the AUCTeX inference is broken:
LaTeX --> You should run BibTeX to get citations right.
C-c C-c --> (default BiBTeX): BiBTeX (current file) --> BibTeX finished
successfully. Run LaTeX again to get citations right.
C-c C-c --> (default LaTeX): --> You should run BibTeX to get citations
right.
C-c C-c --> (default BiBTeX): LaTeX --> LaTeX: successfully formatted
{xx} pages.
I agree with the last point; anyway, the use of chapterbib is maybe so
marginal that it is not necessary to provide a specific AUCTeX behaviour :-)
