I would go for the Mac. From what I've experienced, Dell computers are junk! I believe you will get better value from the Mac. Even if you don't like Mac OS X, you can put Windows on the computer and get a really slick Windows computer.
As for the VoiceOver comments, I disagree. I use Mac OS X El Capitan every single day with no issues. I will agree with you on PDF files. However, I find I have to scan most of those with Voice Dream because they are just images. If it is an accessible PDF, it's possible to save the PDF to a text file and read it in TextEdit or Pages.
