Not necessarily, it is based on country, and we all know how much of a pain in the ass regional lock is. Have you considered a vpn? Perhaps you could rig your device into accepting/creating a paypal account based on a fake location. Such programs as tore, a firefox based vpn browser exist, but those are only browsers and won't do you much good unless you're planning to try purchasing programs with a fake connection. The only other way I can think of is getting a *trusted* friend in a country that can for sure allow paypal or a similar constant payment method to pay for games, and pay them back when they've bought the game for you. Here in the US, they give out credit/debit cards with your bank account like it's nothing, and creating a paypal account is easy, but I can understand that other countries may not do the same.
