Images generally consist of an array of numbers, so its just a matter of changing those values in a random or specific pattern, such as [Mandelbrot Fractals], or [image transformations]. As CAE_Jones also mentioned there is a bunch of Creative Commons art resources around like [OpenGameArt.org], navigating the site may be a bit fugly, but the Concept Art there might be a good place to start if your looking for stock images.
