I know I've mentioned this before, but you'll probably have a lot of luck if you convert the game's audio to .ogg.
There are free and simple decoder libraries out there, so you can just bring the dll into your project, pass it the name of a file, and get standard playable wav audio out. Thus the pipeline looks like:
*load the file using the decoder library
*get a string back from the decoder which is wav audio
*play the audio using your existing system.
If you can pull this off, you should see the sound size drop to around a tenth or less of its original.
[edit]: All of the sounds for the wastes, including those that I've added for my pack-in-progress, are less than 6mb as ogg.
