Karlitos is correct. I'm pretty sure Liam did his playthrough before the super wolf medal requirement was instituted.
I ran into the same problem on my first playthrough. I think the medal requirement should be dropped a couple difficulties or the water master should be beefed up considerably. By the time I beat super wolf and crafted it, it was pretty much useless since I had much stronger weapons by then.
