I've found that cripple and shadow strike are more effective at high level, but it's been years since I've played a low or mid level thief, so post 18 is probably correct about shadow blades and knife throwing being better there. However, backstab is usually a good opening move, especially against harder mobs, since there's a chance of getting a freak stab and killing your target outright. You also have a chance to instakill your target with cripple, especially if they're lower level than you.
