So, I think this is how it works:

In order to release the mythicals, you have to do damage to a boss. This requires dark matter goo, at the least, as well as at least one husk.
In order to get the goo, you have to beat a boss underwater.
In order to reach that boss, you have to have five or six stadium keys (misremember which) and at least one manamon over level 65.
So I think if you satisfy all those requirements, and can kill that boss and get the goo it rewards you with, then it's possible. I could also just be wrong, too.
