Porting from any language to any other language means completely rewriting the code, so it would not only take someone with a lot of programming experience, but also the original source code of the game to be ported. If the game is not open source and the porting is to be done by someone other than the developer(s), the degree to which the game can be ported at all, and the faithfulness of the resulting port to the original, totally depend on the game. For instance, someone could probably do a pretty faithful port of Super Liam to a modern language since the game areas are static E.G. not randomized. For a more complex game like, for instance, any of the VGStorm games, any attempted port would be less faithful to the original because even if you've played every possible part of the game, there's still bound to be many things that cannot be known without the source code.
