I would like to see a source w.r.t. ip sharing being illegal. If they tell you that's what you're doing they totally can, so far as I know. Even if it's borrowing your home internet, though for that they have to tell you and there's probably issues between you and your ISP (but said issues wouldn't affect the VPN provider, because they didn't enter into a EULA with the ISP).
There's only 4 billion IPV4 addresses. Much of them are already allocated to various companies. We all share all the time already in one way or another. I'm not aware of any VPN provider that doesn't share. In fact, part of the anonymity comes from that sharing (except, there's no real anonymity, but that's another discussion).
The real answer to cases like this is to make it painful to be banned. For instance you only get access to communication with an e-mail, or after a mod approves you. Instead of banning being the worst punishment, set accounts back to level 1. But honestly, apart from recouping the costs, this whole thing is part of why I would make any online game I made paid. Can't just get credit cars on file with false names all day long, and even if you can you're not going to want to keep paying for accounts. It's amazing how fast a little bit of money being involved can cut down on the trolling, then you can turn some of that money around and pay a mod as well.
