Nothing else about the computer matters. If your software needs Core I3 and isn't also 10 year old software, the laptop is better for it even with an M3 processor.
Motherboards as old as that don't follow the same rules as modern ones w.r.t. what's fast and what's slow, either. My understanding is that you only get a performance increase by having ram in two different banks, but a system that old will probably only have one bank with two slots.
I suspect your definition of fine is "it's fine because I don't have money and can't do better", not it actually being fine. Either way, all you can do is try it, you should try it on the laptop first, and also you should start praying to your deity of choice that you can get away without a new computer.
