It's because Microsoft's new model is that you are the beta testers. They used to have a thing called the HCL, hardware compatibility lab. They would take computers from the last 10 years and spin up windows on them to see how well they coped. They'd use that data to improve windows. Now that's gone and you're lucky if they use VMs to test. They've shifted to the end-user is a tester.
