nope, bamboustica is faster. just by a little, 5 or 6 points, but faster than sirenea for sure. I have a level 100 sirenea with perfect speed and a level 100 bamboustica with near perfect speed. Sirenea has 305 speed, bamboustica 311.
Arctana is way much faster than submeno, with perfect or near perfect (not sure in this moment) mine has 325 speed, and my submeno with near perfect has 283
