Re: changing file quolities in bgt when playing a sound?

The problem is that BGT can only handle wave, MP3, and ogg. Unless someone has discovered undocumented support. Because we're talking of small files, naturally that leaves wave out and now we're looking at either ogg or MP3. You seem to get more for less in ogg. That is to say, with less bitrate, you can maintain a higher quality. I haven't done a side by side comparison of MP3 and ogg to see which one ends up smaller, given all the data remains the same at the time of render.

It sounds to me like you're trying to get something free where you simply can't. You can't just downsample a piece of audio and have some magic decoder that will be like yep, here are all your missing data. It just doesn't work like that. Once you downsample and render the file, it's done.
