@176, Chinese citizens did what they're told because the government and police cracked down on them if they didn't. So yes, they got it under control. But that comes with all the implications of the consequences if you don't folow the rules and do exactly as the government tells you, and this can't be ignored. Imho, if you want a better look at not being strong armed into following rules, take a look at Taiwan or, in a western context, Sweden, which is doing better now than many other places.
