I think the reason is simply that the whole game engine is developed and interpreted in _javascript_, which effectively constrains what it can do to the browser or renderer that it's in. If CoG started allowing accounts to be synchronised they would suddenly be creating a dependency on the network, though there's nothing stopping them doing that in a safe way that gave the user control over when to sync or restore.

Of course, on iOS their app could store session state in iCloud, but that only works for other iOS devices.
