Maybe consider using a service like Fivre to get voice lines which represent the main part of a dialogue, with the rest done in scrolling text. Then you can just use emotion sounds or other short lines for the most important points of said dialogue.
Baldner's gate is a good example of this system.
Also I would be happy to share the free and low cost premade voice line packs I know of, which may be able to fill most of that roll.
