I can think of ways you could make HP work as an actual mud with mechanics, when you look at some of the none hack n slash, but still activity based muds like Flexible survival, cosmic rage or Avalon the legend lives, by using combinations of find and reaction based mechanics, and having classes presented as quests to pass.
EG, you could have a potions class which told you to make a certain potion, requiring you to go and hunt for the ingredients, then perform different actions when different things happened, EG if the recipe said "stir clockwise until the potion turns blue", well you'd need to do just that.
The major problem would be that everything would need coding from scratch, and that before getting into aforesaid player management issues, or trying to write enough locales around the wizarding world to make the game work, plus the game would need to be free, so goodness knows what would happen with hosting.
Would it be possible? Yes, probably. Would it be difficult? Yes absolutely! would it be worth it, well there is the question.
