Technically speaking, RetroArch itself can be installed on the Pi. In this case, you'd use Lakka (http://www.lakka.tv/), a lightweight distribution based around RetroArch).
RetroArch is also used on Batocera, Recalbox, and RetroPie, which are software packages that are used to turn the Pi into a dedicated machine (in these cases, RetroArch is used for launching some of the emulators included).
