The only thing that may help is reinstalling Windows from a Microsoft image and not whatever came with your computer, then putting only what you need and no more on it. Really put emphasis on the may, though. Your best bet is to start saving and get something that's powerful enough to last 5-10 years.
Also if you are in the "windows defender isn't a good enough antivirus so I installed another one" crowd get rid of it and that may help as well.
Doubt Windows downgrading will do much even if you can do it legally. Windows 10 runs on really low end devices no problem. The problem is that screen readers aren't like monitors and need CPU to run, so any spikes in latency/CPU usage are very noticeable by us.
