Re: an appeal

In pretty much every interaction I've had with the word "pissant", it's not just denoting insignificance. It's pejorative, also indicating that whatever you're describing is contemptible.
Thus, personal attack.

That said, I recognize that you were trying to be sharp without trying to straight-up attack him. Maybe this is regional/cultural? But seriously, I have never, not once, seen someone use that word without attaching negativity to it.
