Its hard to say. Going to university typically costs money, so starting over is essentially jettisoning what you've already invested, as a result there are a few things to consider. Can you transfer the credits you have already to whatever university you'd be attending in your target nation, or otherwise act as an exchange student? Is the value of your full degree or the knowledge gained from it such that it could help you get work in your target nation? Would starting from scratch otherwise provide opportunities you otherwise wouldn't have, IE: the potential to get an H1B for a Green Card in the US. Keep in mind that if you complete your studies now, you can always go back to university to study something else, either starting from scratch or potentially transferring existing credits from your previous degree.
The opportunities your mother have also seem promising, but being offered a job and having one are two different things, not to mention a living wage. In Sweden the requirements to qualify for citizenship are 5 years, but it seems if you live with a Swedish citizen for two years you can cut that down to 3 years instead of 5. Both Canada and Sweden have national healthcare and childcare services, so there are certainly benefits to both. There's some data for Canada [here] and [here], and Sweden [here] and [here]. Something to consider about Sweden though is that it might be more difficult if your not an EU citizen already, and immigration is getting to be a hot topic in both countries.
