The problem really is that not paying is fundamentally uneconomical. I know, it's just you and your silly test site, but imagine if everybody had the same idea. It can't work, because hosting and bandwidth aren't free. The solutions that have been discussed, and many others, which are in any way credible, are ultimately supported by something--usually ads. And there's a penalty to using them, like using a site builder tool or some such thing.
S3 is very cheap. Pennies cheap. So cheap that you'll wonder what all the fuss was about when the bill comes round cheap. It's not for everybody, but it's based on actual request volume and is thus the best deal you can possibly get. You really should look it up. It does what you are asking for.
